📋Solicitation. The agency has defined what it wants to buy and is asking for priced offers.Read the statement of work and the submission instructions, then decide whether to bid. Send questions to the contact on the notice before the question deadline.
👀Pipeline: a sources sought notice, a request for information or a presolicitation. The agency is still researching the market or giving advance notice, and isn't asking for prices yet.Answer a sources sought or request for information with a short capability statement. It costs nothing and doesn't commit you, and the answers help the contracting officer decide whether to set the work aside for small businesses. For a presolicitation, get ready and watch for the solicitation.
📣Announcement (special notice): an industry day, a draft solicitation for comment, a notice that the agency intends to award to a particular firm, or other news about a purchase.Do what it asks: register for the event or send comments on the draft. If it names one firm and you can do the work too, tell the contracting officer before the response date.

Words you'll see. NAICS: six-digit industry code. The code on a notice decides which firms count as small for that purchase.  ·  Set-aside: only one kind of small business may bid, and you need that status to bid. Full & Open means anyone can bid.  ·  SDVOSBC / SDVOSBS: service-disabled veteran-owned small business set-aside / sole source  ·  WOSB / EDWOSB: women-owned / economically disadvantaged women-owned small business (a code ending in SS means sole source)  ·  VSA / VSS: veteran-owned small business set-aside / sole source, used by the VA  ·  Sol#: solicitation number. Quote it in every email and submission.  ·  CO: contracting officer, the official who awards the contract. Write to the point of contact named on the notice.  ·  Capability statement: one page on what you do, your past work, NAICS codes, certifications, UEI and CAGE code  ·  UEI: your entity ID from SAM.gov. You generally need an active SAM.gov registration to be awarded a federal contract.
